
SVP's Submission to Public Consultation on the Cost of Disability
The Programme for Government included a commitment to introduce a Cost of Disability Payment. The purpose of the payment, we suggest, should be to meet the daily costs incurred as a result of disability. Our key recommendation in this submission is therefore that the payment is not work-linked, but rather, that it is a universal payment rooted in a 'social model' of disability which focuses on barriers, not on categorising people themselves. The next step in the development of this payment is the Cost of Disability Strategic Focus Network Summit. We recommend that this Summit forms the basis for a co-design process to develop a cost of disability payment in direct engagement with disabled people and disabled peoples' organisations.
